When could we start seeing this being applied?, in USA when?
Will it be a free service that will simple replace the backend locations service offered now?

So forum is not well monitored, here is what I found out, it looks like you pay for accuracy needed.
Users can determine how granular the location data needs to be,
and can opt for a low-cost service that locates an item within 5 kilometers (3.1 miles) or so,
and there is also 1 kilometer (0.6 mile) or 500 meters (1,640 feet).
